Opposition leader calls for better process in drafting bills
THE Leader of Opposition has called on the government to strengthen the bill drafting process and procedures.
Hon Jeremiah Manele said there is a need to create a more inclusive regime of procedures to assist the country’s law making processes.
He adds that there is a need to further enhance the capacity of parliament to be able to draft suggested amendments into any bill before it reaches parliament.
Hon Manele the recommendation will provide substantial recommendation to the parliament but not mere recommendation as normally experienced.
“I strongly reiterate this comment because I feel it will greatly assist us not only to make law but to make better laws.
“We cannot allow weak laws in our country,” he said.
Hon Manele also said that implementing regulation report must be provided when bills are ready to undergo debate in Parliament so that members of parliament have full understanding and appreciation of how bills will be implemented.
He stressed that this includes the capacity and resource required to effectively implement bills.
“This is not a new point, it has been raised time and time again but I hope that the government will seriously look into this recommendation,” Hon Manele said.
