Too early for federal system: Pirione
THE Permanent Secretary of the Ministry of Provincial Government says the much awaited Federal System needs more research.
Speaking before the Public Account Committee last year, Mr Stanley Pirione said the system is new as such there needs proper research before implementing the system.
He added that the transition time line estimated for the implementation of the Federal System is very limited and that there is high possibility for more error when the federal system is up and running.
“Estimate for the implementation of the Federal System Government is estimated to around 20 years, however the ministry think that the time line is inadequate.
“We are operating in a government system that has been established thirty plus years ago and it proved that there are lots of issues in country’s governance system.
“This is an important point we must consider before we implement the federal government system,” Mr Pirione said.
He stressed that it is important that regulation and policies put in place are supportive to drive the programme forward if the country are to enforce the federal system.
Mr Pirione said one very important strategy is to make amendment on the current Provincial Government Act so that provincial governments are ready for the change of governance system.
He said the Ministry is happy to see the government very supportive on the review of the Provincial Government Act with numbers of consultation carried out last year.
