Delayed Bills urged to go through second reading
MEMBER of Parliament for East Central Guadalcanal, Hon Ishmael Avui says he is anticipating the Government to bring forward the three delayed bills and have them passed.
He made the statement when contributing on the Sine Die motion moved by Prime Minister Hon Manasseh Sogavare in Parliament this week.
The three Bills that are currently before Parliament and have been set down for second reading are the Ombudsman Bill, the Whistleblowers Bill and the Anticorruption Bill.
“While on that Mr. Speaker, I have observed over the years that Governments compete to pass laws here in this Parliament either out of necessity or expediency.
“Gauging on the huge number of Laws that were never implemented I would incline to say, it is really about expediency,” said Hon Avui.
Hon Avui then added that most laws passed in Parliament have no accompanying subsidiary legislations and is why commencement is delayed.
“Mr Speaker, laws are made to address issues of National Interest.
“And when you postpone their commencement because there is no subsidiary legislation or an accompanied regulation, then we are postponing also our achievements of the good intention which the Act intends to address.
“The good examples are the RCDF Act, the Public Financial Management Act and the Political Parties Integrity Act,” Avui added.
He told Parliament this week that these Acts do not have subsidiary Legislations or Regulations.
“In the absence of a regulation, the implementation of the Act will be done haphazardly and cumbersome or even never implemented at all,” Hon Ishmael Avui further reiterated.
