DCCG peacebuilding efforts disclosed
THE Prime Minister Hon Manasseh Sogavare articulated the Democratic Coalition for Change Government’s point of view on efforts to sustainable peace on four broad categories during the National Peace Dialogue yesterday at the Heritage Park Hotel.
“First, we know that Government ought to have an explicit and deliberate peace building policy for all our citizens, irrespective of where they reside, and not just for those affected by the conflict.
“Our development agenda for public investments in our productive sectors, initiatives to improve the quality of governance on many fronts and taking bold initiatives to hasten development at our rural areas are all policies designed to generate economic growth and for every citizens to benefit from the fruits of economic development,” Prime Minister Hon Manasseh Sogavare said.
Development, he added, is at the heart of attaining lasting peace and it is for that reason that the Government sates that its development policies must be geared so all citizens’ benefit from our development progress.
“All of us were, in one way or another, affected by the conflict. But we recognise that there are those who were affected more severely than the others. The reparation framework that the Government, the UN Peace Building Fund and UNDP will be putting together will ensure that our peace building policy targets everyone and not just those affected by the conflict.
“Second, the DCC Government is of the firm belief that peace building initiatives must be continuous and strongly grounded in Government existing capacities for peace development.
“Let me state unequivocally that the DCC Government is serious with the Truth and Reconciliation Commission’s report. Having said that and given the time span that report was written, it is reasonable for Government to take a closer look into the report’s recommendations and see which recommendations have been implemented and those yet to be addressed,” Sogavare added.
The Prime Minister then disclosed that a report that prioritise and sequences the TRC Recommendations coupled with an analysis of the TRC Recommendations has commenced and will shortly be tabled before Parliament by way of a white paper sometime this year.
He added that the development of the reparation framework will be critical for the purpose of implementing our peace building initiatives and the implementation of the TRC report’s recommendations, the finding from provincial consultations and the outcome of this national dialogue will all contribute to the development of the reparation framework.
