PM updates Parliament on Federal System and Reparation Framework
THE direction to which the Federal System is going is what the Government needs to take into account as it will affect the way the country pools up resources for distribution to all constituencies.
The Prime Minister Hon Manasseh Sogavare made the statement in his Sine Die speech provided by his Office.
This, Sogavare added will probably be affected with the motion on the Second White Paper on the proposed election system and the call to amend the Preamble of the Constitution to declare Solomon Islands as a Christian nation.
“The big challenge that we have in going forward, is the structure of the Government.
“The Federal System is being recommended and has been pushed for by our people.
“We have Professor Yash Gai and his team in the country and we would like to set an appropriate time for them to meet Members of Parliament to discuss moving these things forward.
“Colleagues, this is a matter that we really need to think about seriously,” said the Prime Minister.
It is taken up in the Government’s Reparation Programme. The TRC Report has also strongly emphasized this.
In the Government’s Reparation Programme that is also spelt out in the Truth and Reconciliation Report, is the decision to decide responsibly in the interest of national unity, peace and stability.
“On the Reparation Framework and the Supporting Legislations that are to come to Parliament, I am pleased to announce that the substantive work on these legislations have been done by our very own Dr Tarcisius Tara.
“He has submitted his report and we will look to finalize it.
“Our thinking and how we design policies has to be fully conscious of the reason why we collapsed in the year 2000.
“That is the kind of thinking that will influence and shape our development strategies. If you look at the kind of issues (bona-fide demands) that were placed before the Government they were development-related.
“Our people did what they did in year 2000 because they were not happy with the way the Government was addressing issues that really matter to them,” the Prime Minister further added.
Sogavare also disclosed in his speech that the Government is also looking very strongly at the Traditional Governance System and its Concept Paper should be ready for Cabinet deliberation.
He then disclosed that it his intention to bring the TRC Report to the next sitting of Parliament and would possibly need two or three days to deliberate on.
The Prime Minister Hon Manasseh Sogavare then added that it is important that the Government must make decisions on a way forward to address the outstanding issues that will be carried under the comprehensive Reparation framework so as to fully capture the issues taken up under the TRC.
